Lord of Claw Isle and head of House Celtigar through the reigns of Maegor I and Jaehaerys I Targaryen. Maegor named him Hand of the King in 44 AC after the execution of Lord Lucas Harroway, and left him to rule King's Landing alongside Queen Tyanna of the Tower while the king warred against the Faith Militant. In 47 AC Edwell urged the heirless Maegor to take further wives and offered his two maiden daughters, Prunella and Prudence, then twelve and thirteen; Maegor took new wives but not Edwell's daughters. Edwell resigned the Handship in 48 AC and withdrew safely to Claw Isle. Pardoned at the accession of Jaehaerys I, he was made master of coin and lord treasurer by the Hand, Lord Rogar Baratheon, and sought to refill the war-emptied treasury by tripling the port fees of King's Landing, Lannisport, and Oldtown and levying the smallfolk, innkeepers, and builders. The measures made him despised, and the Lannisters and Hightowers simply ignored his demand to raise their port fees. Jaehaerys dismissed him with thanks on the king's sixteenth name day and undid most of the taxes three days later. Edwell was among the first high lords to die when the Shivers reached the crownlands in 59 AC. Seventy years later his hated levies were revived in still harsher form by his descendant Lord Bartimos Celtigar. He is mentioned in The World of Ice & Fire, Fire & Blood, The Rise of the Dragon, and The Sons of the Dragon.
