A boy of fifteen and a kinsman of Lord Bartimos Celtigar; his exact parentage is not recorded. When riots over Queen Rhaenyra's ruinous taxes broke out in King's Landing in 130 AC and a mob overran Lord Bartimos's manse, Arthor made a brave stand in a doorway, holding the throng at bay with a sword until a treacherous serving girl let rioters in from a back way; he was slain by a spear thrust in the back. He is mentioned in Fire & Blood.
